Adeleke: Osun security spending runs through budget, not ‘security votes’

Osun State Governor, Ademola Adeleke, says his administration funds security operations strictly through the state’s budgetary process, without maintaining the conventional “security votes” many Nigerians associate with opaque spending.

In a statement by his spokesperson, Mallam Olawale Rasheed, on Friday, Adeleke stressed that Osun does not operate a slush fund. Instead, he said all security-related expenses are executed in line with public finance laws and regulations.

He outlined the spending areas to include operational support for security agencies, crisis response, communal peace initiatives, and funding for the state’s Amotekun security outfit. According to him, each expense passes through statutory approval processes, including memo submissions and compliance with payment procedures.

“I am proud to declare that the Osun State Government under my watch does not operate a slush fund. Our security needs are met through the approval process. I have faced resistance over this policy, but I have stuck to it even at great cost,” Adeleke said.

The governor explained that his approach was informed by the fiscal situation he met in November 2022, arguing that the state must channel every kobo from FAAC allocations and internally generated revenue into pressing development priorities—ranging from infrastructure and agriculture to health, workers’ salaries, pensions, and debt repayments.

He added that his administration created a special project account to save unplanned FAAC inflows, serving as a financial cushion to guarantee the completion of ongoing infrastructure projects.

While anticipating a resolution to the seizure of Osun local government funds, Adeleke assured residents and stakeholders that his government remains committed to delivering human and capital development projects on schedule.
