Rwanda opens talks to enable investors join Dangote Refinery IPO

Rwanda’s capital market regulator has commenced discussions with relevant stakeholders on arrangements that would allow investors in the country to participate in the planned initial public offering (IPO) of Dangote Petroleum Refinery.

The Capital Markets Authority (CMA) of Rwanda disclosed this in a statement on Wednesday, saying it had received significant interest from investors seeking opportunities in capital markets.

The regulator said it was working with relevant parties to create a framework for Rwandan investors interested in the Dangote Refinery offer.

“The Capital Markets Authority of Rwanda is working with relevant stakeholders to facilitate participation by Rwandan investors in the Dangote Petroleum Refinery IPO,” the authority said.

It added that the strong interest demonstrated by investors in the offer was encouraging, given the opportunities available through capital markets.

While arrangements are being finalised, the CMA said interested investors could register their interest with United Capital Financial Services Rwanda Ltd through its designated platform.

It cautioned, however, that such registration did not amount to a subscription for shares and would not guarantee an allocation.

The regulator said it would provide further information on the modalities for participating in the offer once the arrangements had been concluded.

The development comes as Dangote Petroleum Refinery prepares to raise capital from investors ahead of its proposed listing on the Nigerian Exchange (NGX).
